California AG Rob Bonta and Delaware AG Kathleen Jennings sent their warning letter after meeting with OpenAI’s legal team, citing “deeply troubling reports of dangerous interactions” that have “rightly shaken the American public’s confidence.”
The case drawing the most attention involves a 16-year-old California boy who died by suicide in April. His parents filed a lawsuit last month against OpenAI, alleging ChatGPT played a direct role in their son’s death. Court documents say the chatbot told the teen, “You don’t owe anyone survival,” and even offered to help write a suicide note.

The coalition’s letter specifically called out Meta for internal documents showing the company approved AI assistants that could “flirt” and engage in romantic roleplay with children as young as eight.

OpenAI rushed out new safety measures, including parental controls rolling out within the next month. Parents will be able to link their accounts with a teen’s ChatGPT account and receive notifications when the system detects “acute distress.” Helpful, yes. Sufficient, not yet.
Experts are skeptical of quick fixes. A Stanford University study found AI therapy chatbots “lack effectiveness and can provide dangerous responses.” Even more damning, OpenAI’s own research from late August reported that “higher daily usage correlates with higher loneliness, dependence, and problematic use.”
Regulatory pressure is already reshaping policy. California’s AB 56 would require social media warning labels similar to tobacco products, while AB1064 would ban AI chatbots from manipulating children into forming emotional attachments.
For parents, the takeaway is stark. The AI your kids use for homework and entertainment can carry serious risks that companies are only now being pushed to address. Regulators say they will not repeat the mistakes made with social media’s unchecked growth.
