{"id":2305,"date":"2025-03-12T17:51:00","date_gmt":"2025-03-12T17:51:00","guid":{"rendered":"https:\/\/cybersecurityinfocus.com\/?p=2305"},"modified":"2025-03-12T17:51:00","modified_gmt":"2025-03-12T17:51:00","slug":"trump-nominates-cyber-vet-sean-plankey-for-cisa-chief-amid-doge-cuts-and-firings","status":"publish","type":"post","link":"https:\/\/cybersecurityinfocus.com\/?p=2305","title":{"rendered":"Trump nominates cyber vet Sean Plankey for CISA chief amid DOGE cuts and firings"},"content":{"rendered":"<div>\n<div class=\"grid grid--cols-10@md grid--cols-8@lg article-column\">\n<div class=\"col-12 col-10@md col-6@lg col-start-3@lg\">\n<div class=\"article-column__content\">\n<div class=\"container\"><\/div>\n<p>Donald Trump has <a href=\"https:\/\/www.congress.gov\/nomination\/119th-congress\/26\/38\">nominated Sean Plankey<\/a> to be director of the Cybersecurity and Infrastructure Security Agency (CISA), replacing Jen Easterly, who left as CISA\u2019s chief on Jan. 20.<\/p>\n<p>A graduate of the US Coast Guard Academy and the University of Pennsylvania\u2019s School of Engineering and Applied Sciences, Plankey served during the first Trump administration as principal deputy assistant secretary for the Energy Department\u2019s Cybersecurity, Energy, Security, and Emergency Response (CESER) office.<\/p>\n<p>Before that, he served on the National Security Council as the maritime and Pacific cybersecurity policy director and worked as deputy CIO for US Navy Intelligence. During his 13 years as an officer in the Coast Guard, he was the first officer deployed to Afghanistan to conduct offensive cyber operations.<\/p>\n<p>Since leaving the government, Plankey has held top roles in the private sector, most recently as the global head of cybersecurity software for multinational insurance brokerage WTW.<\/p>\n<h2 class=\"wp-block-heading\">Cybersecurity policy leaders hail Plankey\u2019s nomination<\/h2>\n<p>Cybersecurity policy pros have widely applauded Plankey\u2019s nomination. Chris Krebs, CISA\u2019s first director and now chief intelligence and public policy officer at SentinelOne, tells CSO that \u201cSean is a great pick for CISA director, based on my experience working with him in the last Trump administration in his stints at the National Security Council and Department of Energy.\u201d<\/p>\n<p>\u201cHe\u2019s a veteran with deep technical chops, combined with practical private sector experience across important infrastructure sectors,\u201d Krebs added. \u201cHis straightforward leadership approach is just right for CISA, and I hope the Senate confirms him quickly.\u201d<\/p>\n<p>Mark Montgomery, former executive director of the Cyberspace Solarium Commission and now a cybersecurity leader at the Foundation for Defense of Democracies, tells CSO that Plankey is a \u201cgreat hire\u201d and \u201cis just what CISA will need as we defend against an increasingly aggressive nation-state adversary in China.\u201d<\/p>\n<p>Former Obama administration cybersecurity official Ari Schwartz, who now leads the Cybersecurity Coalition, a group of leading cybersecurity companies dedicated to educating policymakers on cybersecurity issues, said in a statement that the \u201cCISA director plays a key role in leading the federal government\u2019s cybersecurity efforts, and we valued Mr. Plankey\u2019s expertise and leadership during President Trump\u2019s first term. We\u2019re excited for what\u2019s next.\u201d<\/p>\n<p>Plankey\u2019s nomination is a significant development that rounds out Trump\u2019s cybersecurity leadership team. It follows Trump\u2019s <a href=\"https:\/\/cyberscoop.com\/sean-plankey-cisa-nomination\/\">nomination<\/a> of cybersecurity newcomer Sean Cairncross to the White House national cyber director and CISA\u2019s hiring of well-respected cybersecurity veteran <a href=\"https:\/\/www.cisa.gov\/about\/leadership\/karen-s-evans\">Karen Evans<\/a> to be the executive assistant director for cybersecurity.<\/p>\n<h2 class=\"wp-block-heading\">Plankey\u2019s potential impact on CISA\u2019s staff and spending cuts<\/h2>\n<p>CISA has <a href=\"https:\/\/www.csoonline.com\/article\/3477366\/project-2025-could-escalate-us-cybersecurity-risks-endanger-more-americans.html\">long been a target<\/a> of Republicans, primarily due to the minimal amount of now-discontinued work the agency conducted on misinformation efforts. It has also experienced heavy staff and spending cuts spurred by Elon Musk\u2019s DOGE initiative.<\/p>\n<p>Over the past seven weeks, CISA has endured at least three rounds of staff cuts. In early February, CISA <a href=\"https:\/\/www.csoonline.com\/article\/3829710\/firing-of-130-cisa-staff-worries-cybersecurity-industry.html\">laid off 130 cybersecurity professionals<\/a>. Around the same time, CISA <a href=\"https:\/\/www.politico.com\/news\/2025\/02\/07\/trump-guts-cyber-workers-00203087\">fired at least a dozen election-related disinformation workers<\/a>. Earlier this week, news broke that CISA <a href=\"https:\/\/www.csoonline.com\/article\/3844047\/cisa-cybersecurity-workforce-faces-cuts-amid-shifting-us-strategy.html\">laid off more than 100 red team workers<\/a> when the DOGE team suspended the government contracts they worked on.<\/p>\n<p>CISA has also <a href=\"https:\/\/www.democracydocket.com\/news-alerts\/cybersecurity-agency-ends-support-to-election-security-program\/\">cut funding for two key initiatives<\/a>, the Multi-State Information Sharing and Analysis Center (MS-ISAC) and the Election Infrastructure Information Sharing and Analysis Center (EI-ISAC).<\/p>\n<p>It\u2019s unclear whether CISA will implement further funding cuts or whether the DOGE team plans further layoffs at CISA. The speed, fear, and confusion surrounding DOGE\u2019s work have sparked a PR crisis for the Trump administration.<\/p>\n<p>Reports suggest that <a href=\"https:\/\/www.washingtonpost.com\/technology\/2025\/03\/10\/doge-musk-rebrand-trump-conflicts\/\">DOGE may be wrapping up its mass government firings<\/a> to shift into developing digital tools for the government. However, other reports <a href=\"https:\/\/www.wired.com\/story\/elon-musk-has-wanted-the-government-shut-down\/\">contradict the notion of a DOGE pivot<\/a> and say that Musk was itching for a now-averted government shutdown to make more firings easier to accomplish.<\/p>\n<p>Whatever may happen, Plankey\u2019s nomination and assured Senate approval might help insulate CISA from further DOGE or funding cuts. \u201cI believe getting permanent leadership in place will stabilize CISA and allow clear lines of operation to be established and resourced,\u201d Defense of Democracies\u2019 Montgomery tells CSO.<\/p>\n<p>Former CISA deputy director Nitin Natarajan believes that Plankey might help, at a minimum, by making any further cuts more surgical than they have been. \u201cHaving a permanent director who is closer to the work and has a history in this space would allow for a more analytic and mission-focused approach to further cuts,\u201d Natarajan tells CSO.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>Donald Trump has nominated Sean Plankey to be director of the Cybersecurity and Infrastructure Security Agency (CISA), replacing Jen Easterly, who left as CISA\u2019s chief on Jan. 20.
